We are a lobby group campaigning for the better organisation of public transport in the greater Bristol area. We had two obscure but significant queries concerning the powers of a group of local authorities to effectively co-ordinate transport services across their boundaries. One question which all our own research could not answer was whether this grouping was a partnership in law. The position was clarified by Mark Briegal of Ralli within a matter of hours. For the other query, which involved transport legislation, he was able to refer us to another specialist.
